Leatherhead RA still comment on applications and can be contacted via website. At its May 2023 committee the Chairman repeated that she still intends to retire by October. LRA may be disbanded if new volunteers are not found.

Comments on applications can be made by either attaching a file on the MVDC website or by an email to planning@molevalley.gov.uk giving your name, address/postcode and the application reference eg MO/2023/xxxx

Comments on social media, facebook etc are not valid and unlikely to be read by the Council or applicant, and hold no value in the process at all.

It is best to comment on issues that are ‘planning considerations’ eg. design, layout, height, density, scale of development, loss of amenity, privacy, trees etc. For larger scale applications issues around drainage, parking, EV charging, proportion of ‘affordable’ housing, cycle facilities, infrastructure contributions are the kind of comments likely to be given some weight in the decision.

Many applications are now ‘permitted development’ eg office and shop conversions to residential and will not normally be refused unless there are flaws or restrictions. The Government is increasingly deregulating aspects of the system to make it easier for housing to be created to meet its targets. Extra floors on buildings are increasingly easy to add. There are no rules on the number of types of business in a town centre, the street can be full of cafes or hairdressers if the landlords and business operators agree.

Currently MVDC is assessing new applications against its Local Plan 2000 and Core Strategy a few years later. But it is required to update this plan http://www.futuremolevalley.org and this may be adopted with Government approval during 2023. The draft Local Plan includes major brownfield redevelopment sites in Leatherhead town centre in MVDC ownership eg. Swan Centre, Bull Hill, Claire & James House which are subject to commercial arrangements between MVDC and development partners currently being concluded. MVDC is also required by Government to have a 5 year supply of approved applications for new housing. So applications can be difficult to refuse if they otherwise tick the boxes the Government has set.

Local councillors are available to be contacted if you have concerns about a planning application. 2023/4 one of the Leatherhead North councillors sits on the Development Management Committee which considers some of the more significant applications, and those that have significant objections. They can also consider bringing an application to the committee which would otherwise be decided by the expert planning officers. (Two other Leatherhead councillors are substitutes on the committee)

The councillors on the committee have to keep an open mind on an application until the committee has considered it. They must avoid being predetermined. But they can listen to views to help them make a decision.

Those councillors who are not on the committee can ask to speak at it and generally can take a more active view against or for an application at an earlier stage.

Councillors work on planning tends to be less political than other activities and they do not vote on party lines in the same way as other business, usually. It is not the case that the party forming the administration (currently Lib Dem) or the professional planning officers support the applications being listed, or promote them. They have to consider what landowners and developers put forward. In much the same way it is not straightforward for the council to make landowners use their land for new development if they don’t want to.

Riverside artwork unveiled #Leatherhead

Judging by social media comments over the weekend the new public artwork on the Mole riverside at Leatherhead has been well received.

It’s on the Mole river trail under the Waterway Road bridge.

The project has been funded via a council administered government fund following an application by the Residents Association supported by district councillors.

Cllr Keira Vyvyan-Robinson comments:

The mural is finished! I’m so delighted with the final artwork and have been watching with interest as the local artist, Daniel Strowger, has created this piece.

The mural was commissioned by the LRA after they successfully bid for some funds from the UK Shared Prosperity Fund. We’ve worked with them and SCC to get the permission for the work and are delighted with the outcome.

The next round of funding for the UKSPF will open shortly and hoping that more organisations will bid for funds for Leatherhead.

Where would you like to see further public art? Let councillors or the Residents Association know. A second round of funding is expected to be available. The bridge by the railway station is one suggestion.

ULEZ expansion legal challenge by Councils fails

Surrey County Council and some outer London Boroughs have been unsuccessful in their Judicial Review on the Mayor of London’s expansion of the Ultra Low Emission Zone ULEZ. The judgement was issued 10am 28 July. The expansion can go ahead from 29 August.

Calling all nature lovers and green-fingered gardeners.

We are looking for volunteers to get their hands dirty and help us to create a safe haven for Surrey’s wildlife.

As part of the habitats development at the new Wildlife Aid Centre, we have introduced thousands of plants and young trees to help restore some of Surrey’s lost woodland. These trees and plants require ongoing maintenance to give them the best chance of success, and we need your help to look after them.

On Thursday August 3rd, from 10am-4pm, we will be running a community engagement day at the site of the new Wildlife Aid Centre.

You will be:

Hand-weeding in and around the newly planted trees.

Carrying out pond plant management around our beautiful new ponds.

Enjoying the array of wildlife that already calls the new site home!

Ven Paul Davies

The Ven Paul Davies, currently Archdeacon of Surrey, is to be the next Bishop of Dorking, Downing Street has announced today.

Ven Paul has served as Archdeacon of Surrey, responsible for the pastoral care and wellbeing of over 150 clergy, since 2017, and is a member of the Bishop of Guildford’s leadership team.

Originally from Pembrokeshire, Ven Paul read theology at the Universities of Wales and Oxford. 

Following his training at Ripon College Cuddesdon, he returned to Pembrokeshire to be ordained in 1997 at St David’s Cathedral where he began his ministry.

Paul is married to Louise, a town planner, and they have a son and a daughter.

He said: “Whilst I am slightly daunted by the responsibility to be entrusted to me, my heart is full of joy at the prospect of continuing to serve a diocese and people I have grown to love. 

“For the past six years, I have been constantly inspired by the faith, hope and love that pours out of our churches, schools and chaplaincies in the work of transforming lives. 

“I feel immensely blessed to have been called to serve alongside Bishop Andrew in leading and caring for this diocese and, with the help of God, will do that to the very best of my ability.”

The Bishop’s first day will conclude with a visit to Dorking – giving thanks for the town after which the See is named. Paul will spend some time in quiet reflection at St Martin’s, Dorking.

Paul will lay down his Archdeacon ministry at an Evensong at the Cathedral on the 30th July and take some much-deserved time with his family before his consecration in September.

During the vacancy of the Archdeacon of Surrey, the Venerable Martin Breadmore (Archdeacon of Dorking) will also be Acting Archdeacon of Surrey ably supported by Claire Isherwood (Assistant Archdeacon of Surrey).

Wildlife Aid Foundation receives £2.8m grant from Your Fund Surrey to build new centre

Following this month’s Surrey County Council Cabinet Meeting the Wildlife Aid Foundation has become the latest recipient of a Your Fund Surrey grant which will help protect the future of British wildlife and enhance Surrey’s biodiversity. 

Your Fund Surrey was launched in November 2020 to give power and influence to local communities across the county. The total funds awarded to communities across Surrey now stands at over £14m. 

The Wildlife Aid Foundation has been rescuing and rehabilitating wildlife, including some of Britain’s most vulnerable and endangered animals for over 40 years. A new 20-acre site, on the A245 Woodlands Road situated half a mile away from the Wildlife Aid Foundation’s current home in Leatherhead, will enable more people to learn about protecting, supporting and living alongside wildlife.

The Your Fund Surrey grant will be used to build the Wildlife Aid Centre, a new accessible visitor centre and community hub which will provide year-round activities for visitors. The funds will also be used to install accessible boardwalks, viewing platforms and hides which will offer visitors free access across the site. 

The new centre will feature state-of-the-art facilities including multi-purpose meeting and learning spaces, and a hub for community groups, schools and families. Visitors will also benefit from a community café, exhibition space and shop. 

Completing the new site, the Wildlife Aid hospital will relocate from its current location, updating its facilities so more injured animals can be treated. As a result, there will be an increase in the number of volunteering opportunities for people interested in wildlife conservation and animal welfare. 

Simon Cowell, CEO of Wildlife Aid Foundation, said: It’s an astonishing fact that a third of Surrey’s biodiversity is either locally extinct or heading that way. The power of the Wildlife Aid Centre shows that, by all of us working together, we will be able to change this. We will inspire visitors to carry out regular, small actions which will have significant, positive impact on the environment. And by all of us doing it, our joint strength is enormous. 

This amazing funding means we can finish creating the habitats and build a visitor centre that will welcome everyone. I am thrilled that Your Fund Surrey is supporting the Wildlife Aid Centre; together we will create a replicable movement for environmental good that is driven by our communities.”

Surrey County Council Deputy Leader and Cabinet Member for Communities and Community Safety Councillor Denise Turner-Stewart said:“I would like to congratulate the Wildlife Aid Foundation who have been successful in their application to Your Fund Surrey’s Community Project Fund.

The new centre aligns with our ambition to promote a greener future in Surrey, to help restore and protect the future of the county’s natural environment and encourage nature and wildlife to thrive. It will also offer huge benefit, opening the doors for people of all ages and backgrounds to learn more about wildlife conservation.” 

The Your Fund Surrey Large Community Project funding is available for funding of larger capital projects in excess of £10k, and is subject to a staged application process. The new site

More build to rent in the heart of Leatherhead

Update from Gavil Group on a small residential development on vacant land at the rear of an existing building- a classic brownfield town centre site in a location close to all the transport links and town amenities.

The site is behind Anytime Gym in North Street Leatherhead and as the developer’s Instagram explains has had a variety of planning applications approved and a bit of a rollercoaster to get where they currently are. But their expectation as of now is to retain ownership and rent all 9 new apartments.

And of course the site is also close to the Bull Hill site that forms part of the Transform Leatherhead joint venture due to be confirmed between Kier Property and Mole Valley District Council.

Hopefully the progress on that gives other developers the confidence to move forward on smaller projects like this one.

Two long vacant modern commercial buildings on the Randalls business park in Leatherhead are finally getting some attention. Horizon West (Westminster House) is under conversion to a new daycare franchise The Learning Experience. (US brand franchised in the UK).

Planning approval for this change of use was agreed pre-pandemic but inevitably there have been hold ups, plus we understand the building was sold in the interval with prospective tenants in prospect.

The vacant building had its share of alarm ringing and the original landlord did have it cleaned last year to try to minimise the problems for residential neighbours.

A planning application for signage has just been confirmed and preparatory work is well underway on site for the daycare.

There is also pedestrian access from Cleeve Road and the new daycare will be close to many of Leatherhead’s main businesses including Bytes, Police Federation, Wates, Hyundai, KBR, CGI and also Regent Park and the Mole Business Park
